A Tornado? We Have a Plan for That, Right? What happens when a debris producing event occurs and no one is prepared to manage the clean up? This discussion will review the opportunities to learn which occurred when an EF3 tornado tore through parts of the city of Winchester and rural areas of Randolph County on March 14, 2024. Debris management is a mandated area of work for SWMD’s that isn’t always high on our list of priorities – until it is.
